Will It Be a Data Center?

Family tied to technology, AI seek rezoning for 411 land

An application was submitted to Bartow County to change the land use map and rezone approximately 123 acres on Highway 411 next to the Hyundai SK Battery Manufacturing America plant. The undated application doesn’t specify a land use for the request, but a look at the companies behind it suggests it could be a data center site.

There isn’t a date for when the application could be heard, but it could come before the Bartow County Planning Commission as soon as later this month. The commission hasn’t yet published an agenda. The meeting is planned for Sept. 28 at 6 p.m. on the bottom floor of the Frank Moore Administrative Building, known as the courthouse.

The application requests that the land use map be changed from residential/mixed use to industrial. The rezoning request seeks to rezone the land from agricultural to industrial. Attorney Keith Lovell of Archer and Lovell P.C. filed the request on behalf of Two Run Ranch LLC.

Lovell stated in the application that Two Run Ranch LLC wanted the change “to have the same land use as the property under the same ownership to the North; to be potentially combined for marketing in the future and to be consistent with adjoining land uses.”

Two Run Ranch LLC, 1908 Cliff Valley Way NE, Atlanta, is listed as a domestic limited liability company but doesn’t specify a purpose on the Georgia Secretary of State’s corporation website. It was created in 2010 and is part of a group of companies owned by RFA Management Company LLC. RFA was established in 2003 to manage a host of companies, entities, trusts, and partnerships owned by the Rollins family. The Rollins family owns Two Run Ranch LLC.

The Rollins family are heirs and descendants of businessman O. Wayne Rollins of Rollins Inc., associated with Orkin Pest Control and other similar businesses.

While Two Run Ranch doesn’t provide a clear description of its activities, RFA Management publicly lists its purpose. It offers private early-stage and growth equity investment to specific industrial sectors. Those sectors are property technology, industrial tech, FinTech, AI/ML, and enterprise software.

The acreage has 411 frontage and is zoned commercial with conditions next to it. The property is zoned as a business park district. The battery plant is zoned as a business park district with conditions, as is the large land tract to the north, referenced by Lovell. Lovell said the land was unmarketable for timber use under the agricultural designation.

Public notices were sent adjacent property owners including the Development Authority of Bartow County, ATH Land Group LLS, OKA of North Georgia, LLC, and PDJ Holdings LLC, all of Taylorsville, The Revocable Living Trust of William Darryl Edwards and Sarah Ellen Edwards of Calhoun, Zi-Tech Investments and June & Y Revocable Trust, both of Johns Creek, RacTrac Inc. of Atlanta, and two private property owners on Cowan Drive in Cartersville.

Two Run Ranch LLC bought the property from John A. Cowan in late 2022 or early 2023, as evidenced by the quitclaim deed filed Jan. 4, 2023. Although it is uncertain which Cowan signed the deed, the property description states that the land comes with easement rights of John A. Cowan Sr. as Trustee Under Agreement with Joel H. Cowan and Bartow Industrial Centre. The deed states the land was sold for $10 and “other good and valuable consideration.”
